Anytime we exclude the authority and government of God in any situation, it qualifies to be considered as a situation in darkness.

That even though, it is day with the sun shining brighter than ever, the absence of God in a matter qualifies it to be darkness

This is why in Genesis 1 we see the as aspect of let there be light before the creation of the sun and moon.

God himself is light and shines to us through His glory the same light that the bible says will light everywhere in the new heaven and earth. For we shall not need the sun or the moon for God shall be our light.
